Andhra was the first state to establish equal property rights to women when NTR was the CM. So the distribution started earlier before the Central bill for equal property rights was passed for Hindus.

At least in my village, half of the family property is given to the woman after marriage and in her name. This is included as part of dowry and usually in practice the husband can use and cultivate the land as his but they can only be inherited by their future children or be sold with her consent, to ensure that the wife has some semblance of power and ownership.

Basically a replacement of dowry system, people register land/gold under their daughter's name and won't give dowry to groom's directly. 
Inheritance as in, the girl can claim inheritance from her parents equally with her siblings. So basically she gets land/assets during marriage (dowry replacement) and also the inheritance amount/assets. 
3. Evading taxes by agricultural income declaration 
Basically income from farm lands, you are not supposed to pay any tax on that. So let's say I'm doing a business and I purchase a farm land. If both are under my name and if I fall under 30% cut then all my income will be accounted for and need to show the exact accounted amount from farm land to exempt from tax cut  but if I keep land on someone else's name(say my wife) then i don't need to declare that income along with my business income and I can declare 0 tax on my wife's name saying it's just agricultural income from farm land she has and I may reroute some of my business income to her account and won't show in business income(fraud but some CAs will also suggests this sometimes so yeah it's all black) 
So this may or may not be a good metric for andhra rather could suggest the tax exemption techniques and frauds going here

Dowry in our states is not the same as in Northern states. In Andhra Pradesh, "Dowry" involves giving daughters a portion of immovable property. I don't know why  all the feminists  that make noise about dowry don't say the same (Call it reverse  Dowry) when son inherits property from parents?
